Fix from opsen (Pull request runs made obsolete by a newer push).

In northwind/api, the GitHub Actions workflow .github/workflows/lint.yml has no concurrency group. When someone pushes to an open pull request, the run for the previous commit keeps going alongside the new one. opsen measured 401 such runs and 4,870 wasted runner minutes in the last 30 days, about $29.20 a month.

Make this change:
1. Open .github/workflows/lint.yml.
2. Add a top-level concurrency block that cancels in-progress runs only for pull requests, so pushes to branches and deploys are never cancelled:
   concurrency:
     group: ${{ github.workflow }}-${{ github.event.pull_request.number || github.ref }}
     cancel-in-progress: ${{ github.event_name == 'pull_request' }}
3. If the workflow already defines concurrency for some jobs, keep their groups and add the top-level block only if it does not conflict.
4. Keep every other line, comment and formatting as it is.

Check: the file is valid YAML, actionlint reports nothing new, and no job that deploys or publishes is affected.
Open a pull request titled "ci: cancel superseded pull request runs in lint.yml".

No seat licences

The fee follows what opsen saves, not headcount. Adding engineers never adds a licence.

20% of savings, for 12 months

Each change is billed at 20% of its monthly value for its first 12 months. After that it saves and is never billed again.

Nothing saved, nothing billed

If no change applied through opsen is in effect, the invoice is $0.

Every saving is on record

Each change shows who approved it, when, and its monthly value, from the audit that found it.

Nothing changes until approved

opsen reads billing, activity and workflow files, never source code, and changes nothing without an owner or the autopilot an owner set.
